Elkview- Otis A. Leggett, died Monday, January 30, 2017, at his home in Elkview, West Virginia.

He leaves his adoring wife of seventy two years, Anerl C. Leggett, daughter Cheryl A. Parsons, son in law, Richard Patrick Parsons, of Pinch, West Virginia, grandson, Brian D. Parsons, J.D. and his wife, Stormy N. Parsons, of Fayetteville, West Virginia, granddaughter Dr. Ashley M. Kahan (Parsons) and her husband, David B. Kahan, of Richmond, Virginia and three great-grandchildren, Fox, Molly and Eli Parsons. He is preceded in death by his parents, Columbus N. and Bertha M. Leggett, brothers, Okey, Raymond, Hedrick, Clyde, Rex, and Forest Leggett and his beloved sisters, Lura Hickman and Zura Hileman.

He spent the majority of his life living in St. Marys, West Virginia and moved to Elkview with his wife later in life to be near family.

Born the youngest son in a large family, he showed an early interest in education which would become a defining feature of his life and propel him to professional success. From travelling four miles to catch the bus to a one room school, to ultimately graduating from Glenville State College with a B.A. and West Virginia University with a Master’s Degree, his journey in education was only beginning. He went on to teach in a one room school in Doddridge County, West Virginia. He also served as a teacher in schools in Ritchie, Wood and Pleasants counties. As his career progressed, he served as a principal at McFarland Elementary School, Pleasant Valley Elementary School, Park School and St. Marys Elementary School. Additionally, he served as the Superintendent of Schools for Ritchie County, ultimately retiring with his wife after forty two years of faithful service. The lives improved and strengthened by this career in education can only be imagined, but his popularity would become evident a short time after retirement.

In 1986, Otis Leggett, sought a seat in the West Virginia House of Delegates from Pleasants County. He prevailed in that election and would go on to win every election until his retirement in 2006. Always a champion for his constituents, well respected by his peers, and valued for his vast experience in the field of education, he served with distinction, ultimately being awarded as a Distinguished West Virginian by Governor Joe Manchin in 2006. His proudest moment was the fight he led to preserve a rehabilitation center at Colin Anderson in Pleasants County by filibuster.

He was a long time member of the St. Marys Methodist Church, dearly loved his farm “The Summers Place” in Doddridge County and enjoyed farming. He began a family tradition of fishing in Canada which spanned more than fifty consecutive years of his life, surrounded by his family. His family will always remember the quiet patience of the fisherman in Canada, the stories will live on.

Otis Leggett will be remembered as a dedicated husband, father, and grandfather. His life was a blessing to all who knew him. Well done, thy good and faithful servant.

Visitation will be held at Ingram Funeral Home, St. Marys West Virginia from six o’clock to eight o’clock on Friday, February 3, 2017. The funeral will be held Saturday, February 4, 2017 at 1:00 at Hafer Funeral Home in Elkview, West Virginia with graveside services to be held thereafter at Elk Hills Cemetery. Prior to the funeral, visitation shall take place at noon until services begin.
